Bathroom Remodeling in Kelsey, CA

El Dorado LAFCO's regional service review does not describe wildfire in the abstract. It names this community: the county “has experienced dozens of wildfires including multiple fires in Kelsey, Kyburz, and Salmon Falls.” That is an official record of repeated fire at this specific place, not a generalization about the foothills. Fire protection is provided by Garden Valley Fire Protection District.

CAL FIRE maps Kelsey as a Very High Fire Hazard Severity Zone within the State Responsibility Area. That designation carries CBC Chapter 7A material and ventilation requirements, and it is the single condition most likely to change what a bathroom project here actually costs.

Chapter 7A is fundamentally about openings. Embers do not usually arrive as a wall of flame; they arrive as airborne debris that finds a gap. So the code concerns itself with every place air can enter the building, which is why a bathroom — a room defined by the need to move humid air out of it — ends up in scope more often than homeowners expect.

Exhaust terminations. A bath fan has to vent to the outdoors. Where that termination lands in a wall or an eave, it needs ignition-resistant screening rather than a standard builder hood. This is the most common Chapter 7A item on a bathroom permit in Kelsey, and the least expensive one to handle if it is drawn correctly the first time.

Glazing. Adding a bathroom window, or enlarging an existing one for light or ventilation, brings the glass under the standard.

Exterior material at the opening. Where cladding is cut and patched around a new penetration, the material that goes back has to meet the requirement at that location.

This matters because it is routinely gotten wrong. A rural El Dorado hamlet at 1,922 feet reads like well country to anyone guessing from the map, and plenty of contractor advice written for the area assumes exactly that. The record says otherwise: this is a piped, treated, district-supplied surface water system, and a bathroom here is plumbed and specified accordingly.

The same LAFCO review is explicit on the other half of the utility picture: wastewater in the GDPUD area “is primarily handled with onsite wastewater treatment systems (septic tanks).” The lone district-served exception in the area is Auburn Lake Trails over in Cool — not Kelsey.

For design purposes that means fixture count carries consequences. A second sink, an additional toilet, or a deep soaking tub raises the daily load on a system that was sized for the house as originally built. We verify the existing system can carry the change before the plan is locked, and we specify 1.28 GPF toilets and efficient showerheads by default — a real reduction in load that nobody notices in use.

El Dorado County publishes ground snow load as a parcel attribute rather than a town-wide number. Around Kelsey those values run from 20 to 32 psf, with a median of 20 — a light design load, consistent with a 1,922-foot elevation and a Title 24 Climate Zone 12 assignment.

The range is the point. Two properties a short distance apart can carry different values, so the figure that governs your project is the one attached to your own parcel, and we pull it before any structural work is designed. In most bathroom projects it never becomes relevant: it matters when a bearing wall is altered to open a layout, or when framing above the ceiling plane is changed. A shower replacement rarely touches it.

Assessor records for parcels around Kelsey show a median year built of 1978, with 54% built before 1980 and the oldest recorded year built at 1860. The sample runs to 80 parcels within about 1,200 meters, so it describes the neighborhood rather than a single street.

The practical reading is that Kelsey is mostly a 1970s-through-1990s community with a genuine Gold Rush remnant inside it. Those are two different jobs. A late-1970s or 1980s house tends to open up predictably — dimensional framing, conventional layout, few surprises past the drain line. A house from the nineteenth-century tail can involve settled framing, irregular joist spacing, and floor systems that need attention before tile goes down over them.
