This matters because it is routinely gotten wrong. A rural El Dorado hamlet at 1,922 feet reads like well country to anyone guessing from the map, and plenty of contractor advice written for the area assumes exactly that. The record says otherwise: this is a piped, treated, district-supplied surface water system, and a bathroom here is plumbed and specified accordingly.
Wastewater Is Onsite, and Fixture Count Is the Lever
The same LAFCO review is explicit on the other half of the utility picture: wastewater in the GDPUD area “is primarily handled with onsite wastewater treatment systems (septic tanks).” The lone district-served exception in the area is Auburn Lake Trails over in Cool — not Kelsey.

A second sink, an additional toilet, or a deep soaking tub raises the daily load on a system that was sized for the house as originally built.
