Which County, Which Utility: Settling Soda Springs Before You Build

Soda Springs sits at 6,768 feet on Donner Summit — a Census-designated place of 94 residents in ZIP 95728. It is also one of the few places we serve where the first question on a remodel is not what you want built, but who has authority over it.

You will find this page under our Placer County service areas. The United States Geological Survey places the Soda Springs community in Nevada County, and residential building permits are issued by the Nevada County Building Department in Nevada City. The county line runs close to the summit communities, so we verify jurisdiction against the parcel rather than the place name before any permit is pulled.

Two Water Agencies, One Treatment Plant

Donner Summit Public Utility District supplies Soda Springs with surface water drawn from Lake Angela, and also provides sewer collection and treatment. Its treatment plant is here in the community, on Sherritt Lane immediately north of I-80.

The boundary is not uniform, and that is the practical catch. The Serene Lakes neighbourhood takes its water from Sierra Lakes County Water District, a separate agency of roughly 841 connections, while its wastewater is pumped to the DSPUD plant. An address a short distance away can therefore sit under a different water agency, with different rules and different points of contact.

One consequence is worth stating plainly, because it runs against what homeowners at this elevation usually expect: Soda Springs is on public sewer, not septic. Adding a fixture here does not require the onsite-system capacity evaluation that rural foothill parcels need.

Three Conditions We Confirm Before Quoting

Ground snow load. Nevada County publishes no fixed table. Under the 2025 code it directs designers to the ASCE 7-22 Hazard Tool, and states the resulting values run roughly 50 to 100 percent above the legacy figures used previously. We pull the current value for your parcel rather than quoting a community-wide number, because at this elevation there is no safe generic figure.

Flood designation. The community is in FEMA Zone D, meaning flood hazard here is undetermined — FEMA has not completed a detailed analysis. That is not a finding of low risk, and we do not present it as one.

Wildfire. Soda Springs is in a Very High Fire Hazard Severity Zone within a State Responsibility Area, bringing CBC Chapter 7A wildland-urban interface requirements into play for any work that penetrates the exterior envelope.
