Weimar Is in Title 24 Climate Zone 11 — Almost Nothing Around It Is

California divides the state into sixteen Title 24 climate zones, and every energy-code requirement attached to your building permit is keyed to which one you are in. ZIP 95736 returns Zone 11 from both the California Energy Commission's ZIP-code table and its GIS layer. The Placer communities up the grade from here sit in Zone 16, the coldest zone in the state.

Weimar is the only community in our Placer service list assigned to Zone 11. That is not a technicality. Zone 11 is written for hot summers and mild winters, and the compliance targets it sets — insulation values, glazing performance, ventilation sizing — are different numbers than a Zone 16 address would be held to. A bathroom specified for the wrong zone is a bathroom whose paperwork does not match its address.

USGS 3DEP puts Weimar at 2,250 feet, well below the higher-elevation communities on the same corridor, which is a large part of why the zone assignment differs. It is a foothill setting rather than an alpine one, and the code treats it accordingly.

How Zone 11 Shapes the Envelope, the Ventilation and the Glazing

Envelope. When a bathroom project opens an exterior wall — to move a shower valve, reroute a drain, or reframe an opening — the insulation that goes back in is checked against Zone 11 values, not against a colder zone's. Getting this right at plan review is straightforward. Getting it wrong means reopening finished work.

Ventilation. Zone 11's hot summers put the emphasis on moving moisture out efficiently rather than on hoarding heat. Exhaust fan capacity, duct routing, and the control strategy — humidity sensing rather than a wall switch someone forgets — carry real weight in both the compliance package and how the room actually performs in August.

Glazing. In a cold zone a bathroom window is evaluated mainly on heat loss. In Zone 11 solar heat gain matters at least as much. For a west-facing bathroom window that can mean a different glass package than the same house would use at higher elevation.

Foundations. Placer County's Residential Design Criteria, table R301.2(1), lists the frost line depth for this service area as not applicable and weathering as negligible, so no frost design depth governs footing work here. Weimar also sits in FEMA Zone X, an area of minimal flood hazard outside the Special Flood Hazard Area, which keeps floodplain requirements off a bathroom permit.

PCWA's Weimar System: Surface Water at 10.2 mg/L

Weimar is served by Placer County Water Agency under PWSID CA3110035, a community surface-water system covering roughly 1,694 residents across about 613 connections. PCWA acquired the former Weimar Water Company with CPUC approval on September 21, 2023.

PCWA's 2025 report for the system puts total hardness at 10.2 mg/L — calcium 2.74 mg/L, magnesium 0.821 mg/L, total alkalinity 11 mg/L. That is under a single grain per gallon. The supply is Sierra snowmelt from the Yuba and Bear watersheds delivered via Lake Spaulding, and snowmelt moving over granite simply has very little to dissolve on the way down.

For a remodel that removes a whole category of worry. Clear frameless glass stays clear. Polished chrome and brushed nickel stay bright. Light grout can be chosen because you like it rather than because it hides deposits. And there is no case for adding treatment equipment on account of a new bathroom.

Very High Fire Hazard Severity Zone: What It Requires, and When

CAL FIRE maps Weimar inside a Very High Fire Hazard Severity Zone in the State Responsibility Area. The requirements that follow are about ignition resistance at the building's exterior, which means most bathroom work never touches them — interior demolition, tile, glass, and fixtures all sit inside the envelope.

The threshold is exterior penetration. A relocated bath exhaust that terminates at a new point in the wall or eave, a new or enlarged bathroom window, an opened soffit: each of those brings the vent screening, glazing, and exterior cladding at that opening under the wildland-urban interface standard. We identify which category a project falls into during the walkthrough, so the specification and the budget reflect it from day one.

Onsite Wastewater and the Fixture-Count Question

Placer County's official sewer district locator map does not place Weimar inside any sewer maintenance district. The nearest is the small Applegate district — CSA 28, Zone 24 — roughly two miles west, and Weimar is not shown within it. Properties here are on septic. Because district boundaries in the foothills can be irregular, we verify service at the parcel rather than assuming.

What that means for design is narrow but real: fixture count is a variable with consequences. A second sink, an added toilet, or a deep soaking tub increases the load on a system sized for the house as originally built. We confirm the existing system can absorb the change before the plan is final, and we specify 1.28 GPF toilets and efficient showerheads as a baseline.

Placer County Building Services Issues the Permit

Weimar is unincorporated, so bathroom permits come from the Placer County Community Development Resource Agency — Building Services Division in Auburn. That is the same counter serving every unincorporated community in the county. What is specific to Weimar is the Zone 11 energy-code documentation that accompanies the application. Inspections fall at rough plumbing, waterproofing membrane, and final; septic work adds coordination with Placer County Environmental Health. We handle both the filing and the scheduling.
