The county's Residential Design Criteria set frost line depth by building-services service area, not purely by elevation. The Roseville/Auburn service area is listed as “NA” with weathering “negligible”. The Truckee and Tahoe areas carry 18 and 24 inches. At the same time, 5,190 feet places Emigrant Gap inside the county's 18-inch elevation band — while the community sits on the west slope and is served out of the Auburn office.

Those two facts do not resolve each other. We could pick the answer we liked and print it, and plenty of contractor pages would. We would rather tell you the truth: this needs to come from the Placer County Building Official, in writing, for your parcel. Guessing is costly in both directions — assume “NA” where 18 inches applies and you have an underbuilt footing and a failed inspection; assume 18 inches where “NA” applies and you have paid for excavation and concrete you did not need.

For most bathroom remodels the question never arises, since interior work rarely touches a footing. But if your project includes an exterior foundation element, resolve it before design rather than during inspection. For a bathroom project, the honest recommendation is to test your own tap rather than infer chemistry from the region.
