El Dorado Hills is an unincorporated El Dorado County community of about 51,026 residents at roughly 1,132 feet. The El Dorado Hills Community Services District, formed on May 21, 1962, describes its roughly 28-square-mile district as a densely developed suburban area east of the Sacramento County line and mostly north of Highway 50.

The district dates to 1962, but the census decade counts show that most of the building came much later: 3.4% of today's homes are from the 1960s and 8.0% from the 1970s, then 11.0% from the 1980s, 20.0% from the 1990s, 35.3% from the 2000s, 17.3% from the 2010s and 4.5% since 2020. With a population this size the estimates are tight — the 2000-or-later share is accurate to within about three percentage points.

The homes are large, with a median of 7.2 rooms in a count that leaves bathrooms out, and they house different stages of life: 37.6% of households include someone under 18, and 38.6% include someone 65 or older. EID's Main system (state system CA0910001) serves approximately 127,764 people across a 225-square-mile service area. It draws on several sources: Jenkinson Lake, at the center of Sly Park Recreation Area, supplies nearly half and is treated at the Reservoir A plant in Pollock Pines, while the district's Folsom Lake water is treated at the El Dorado Hills water treatment plant. The 2024 Consumer Confidence Report lists hardness from 11–16 mg/L (averaging 13), pH 7.1–8.6 and a free-chlorine running annual average of 0.69 mg/L. EID publishes a new report each year, and the current one is the place to check this year's figures.

At that level, the white film on shower glass is mostly soap residue rather than mineral scale, and a squeegee after each shower handles it. Natural stone and unlacquered brass are practical choices as long as stone is sealed and cleaned with pH-neutral products, and there is no reason to design the plumbing around a softener loop. Because EID uses free chlorine rather than chloramine, the small residual off-gasses easily and does not affect rubber gaskets or chrome plating the way chloramine can over time.

About 1.7% of residents, by block group, live outside any mapped public system. A home on a private well should test its water before stone or light grout is chosen, because iron as well as hardness can stain light-colored surfaces.

HOA & CC&R review

Serrano, Blackstone, Promontory, Ridgeview & Silva Valley HOAs — What They Do (and Don't) Review

A question that comes up on nearly every El Dorado Hills call: “Do I need HOA approval for a bath remodel?” The honest answer is almost always no. The master-planned community HOAs here each have architectural guidelines that govern what the neighborhood looks like from the street. A bathroom remodel that keeps every exterior wall, every window and every roof penetration where it already is does not change the exterior and does not need ARC review.

The exceptions are narrow and worth naming:

  • New or resized exterior window — adding daylight to a dark primary bath, for example. The window itself is an exterior change, so ARC review applies in Serrano, Blackstone, Promontory, Ridgeview and Silva Valley.
  • Relocated roof-mounted exhaust fan vent cap — if the project moves the vent termination to a new location on the roof slope, that is visible from the exterior and typically needs an ARC note.
  • Exterior stud wall / siding penetration — a new tankless water-heater exhaust or new ductwork breaking a visible exterior wall.

None of these are typical bathroom-remodel scope. We flag them at the design walkthrough so the HOA application (if one is needed) runs in parallel with the county permit application and does not delay the start of work.

A separate note on the El Dorado Hills Community Services District (edhcsd.org): the CSD was formed May 21, 1962, covers roughly 28 square miles, and lists CC&R design review and architectural control among the services it administers for member communities. That is the body that handles exterior review for several of the master-planned areas — which, again, does not touch interior bathroom work.

Flood Zones and 2025 Code Rules That Shape an El Dorado Hills Bath

Flood zones

The bulk of El Dorado Hills sits well above any mapped base flood elevation. Carson Creek, Deer Creek and their tributaries carry mapped FEMA Zone A/AE strips through the southern end of the CDP; a parcel that backs onto one of those drainages should be verified at the FEMA Map Service Center before any floor-elevation changes are scoped. For an in-place bathroom remodel this almost never affects design; we check parcel membership during the design phase when the address is near a mapped drainage.

Electrical & ventilation code (2025 cycle)

Permit applications filed on or after January 1, 2026 are governed by the 2025 California Building Standards Code, including the California Electrical Code (Title 24 Part 3, adopting the 2023 NEC) and the energy and ventilation provisions in Title 24 Parts 6 and 11. The specifics that most often come up in an executive-home bath remodel:

  • GFCI protection (NEC 210.8(A)): every 125–250 V receptacle in a bathroom must be GFCI-protected. The 2023 NEC expanded coverage from 125 V to include 250 V circuits — directly relevant for a steam generator or whirlpool pump on a 240 V branch, which is common in Serrano and Promontory primary suites.
  • Tamper-resistant receptacles (NEC 406.12): all 15- and 20-A dwelling bathroom receptacles must be tamper-resistant unless mounted above 5.5 ft or dedicated to a non-movable appliance.
  • AFCI: arc-fault protection is not required in bathrooms by the NEC, and California has not added them.
  • Ventilation (Title 24 / ASHRAE 62.2): at least 50 CFM switch-controlled (sound ≤ 3 sone) or 20 CFM continuous (sound ≤ 1 sone), ducted to outside air. Attic termination is prohibited — the pre-2000 shortcut that we routinely re-route in Serrano and Blackstone homes where the original builder vented into the attic space.
  • Lighting: all new bathroom lighting must be high-efficacy per Title 24 Part 6; LED fixtures satisfy this by default.
  • CALGreen §4.506.1: the bathroom exhaust fan must be ENERGY STAR-rated with humidity control — a Panasonic WhisperSense or equivalent is the standard spec.

Because 57.1% of El Dorado Hills housing was built in or after 2000, many homes already have GFCI protection, exterior-ducted fans and modern wiring. What they often lack is 240 V capacity for a steam generator, humidity-controlled fan logic, and the correct TR receptacle on a vanity circuit — the three updates we most often add during a primary-suite remodel.
